One side might argue that it would make the traders go more public, therefore it would be easier to monitor them. But the other side would say that it could cause disaster. I'm more for the latter.

Because if you allow it to be legalized, those people who were afraid of having it just because it was illegal will now have nothing to fear.

But those people would be offset by people who are only using them now to rebel against the law. Just like during the Prohibition the consumption of alcohol actually went up but then after it was legalized again consumption went down.
